time to punish afk junglers

And don't start hiding behind "oh he's just ranting", cause I'm talking about the DESIGN OF THE GAME, not the players. It's RIOT'S JOB to ensure teams are balanced and everyone has a chance to win. But they fail. Hard. When you get an afk jungler, you're 4 vs 5. And, in bronze, most junglers pick this role because they basically can't lane. They cannot last hit and they get rekt easily early. They think "oh if only I was fed, I would have won". So they pick jungler as a safe and easy way to farm. They afk farm in the jungle for 10 mins, hoping eveyrbody else but themselves is a bot, and the game will be waiting for them. This creates an imbalance where 1 team has a jungler, and the other hasn't. Of course, the real jungler, in the other team, has already fed all of his laners, and the game is lost when that kha zix / yi / udyr / etc finally gets out, hoping to pentakill. AND RIOT ALLOWS THIS. They allow this, because there is absolutely NO PUNISHMENT EVER for an afk jungler. The whole team will lose, the jungler will blame top/mid/bot for feeding and think "those guys are feeders" when HE is responsible. But he cannot know. The game never shows him he did anything wrong. What the game shows him reflects exactly what he thinks : he's 1/2, 180 Farms, and that other guy is 0/6 with 110 farms. But we know this other guy was ganked 4 times. His game was absolutely frustrating and made he feel powerless, which is the worse a game can do. And the jungler will suffer absolutely ZERO penalty. The entire team will share it. Time for riot to face their failures. Tweaking 1 pnt of damage here, .1s of cd there ,won't cut it : we need people to account for their own failures. If a jungler is not ganking, he's failing his team. That's an infrigement to the summoner's code. And if riot doesn't punish/give him some sort of penalthy, they're failing the players. Maybe they could introduce something in bronze that forces players to get out of the jungle. Or penalize junglers who have 0 presence on lane in early. Or ban them. There's plenty of possibilities. And it's not just the jungle : in general, riot needs to give more penalty/rewards to players individuallly. Or fix match maker.
