[Monthly Reminder] Kassadin still has a trash winrate...

Honestly Riot, if you are going to nerf a champion into oblivion, don't just rebuff the thing you nerfed, cause chances are you aren't going to buff it more than it was before, not to mention even pre nerf Kassadin had a trash winrate at like 47.5%... Kassadin needs basic ability tweaks, not ultimate tweaks. His E needs to do more damage along with W, since E and W both either require stacks or melee range it's only logical that they should be doing way more damage than Q.

Proposed tweaks W: Passive 10/15/20/25/30 + 5/10/15/20/25% AP W: 75/90/130/170/210 + 66.5% AP

E: 90/130/170/200/240 + 0.75 AP
