How would people feel about changing Vel'Koz passive to stacking true damage instead of 3-hit?

A lot of comments I see about Vel'Koz reworks are about how he's in a good spot and doesn't need a rework, so I'm proposing a small change.

Some comments about his thematics and reasons to pick him as

  • poke damage (long range Q)
  • sustained damage (all of the "big 6")
  • true damage (basically being anti-tank)
  • skill-based (various combos, but mostly landing trick Qs were mentioned a lot)
  • "understanding the enemy" by keep hitting them (thematic point, 3-hit true damage passive)
  • clear counterplay (Q can be dodged, second proc of W can be dodged, R can be interrupted or walked out of)

The new passive I'm thinking of is something like Does increasing amount of true damage from each consecutive spell hits; AAs maintain stacks (probably caps at some point) This is slightly different from current passive in that 1 or 2 spell hits will also do true damage, instead of just multiples of 3.

Essentially, this is a very small change that won't change the playstyle much, but emphasize his anti-tank damage (can potentially do tons of true damage to frontline), sustained damage (can do more damage the longer the fight), and poke damage (3 procs aren't necessary to proc passive). He gets to keep all his spells, so he remains a skill-based champion with clear counterplay.

I'd like to know what people feel about my proposed change, and how people feel about Vel'Koz in general in case I missed anything.
