Do people not even consider the consequences of no penalty? People will dodge for any inconvenience, whether it's a troll or the team leader didn't ban something, or they didn't get what they wanted. That would drastically increase everyone's queue times; so much that people would rather just quit LoL than wait for it.

and then you cant get into games because people dodge if they get a good teamp comp, their preferred role and your preferred champ

The penalties aren't even bad, it's 3 LP. That gets washed anyway with the number of times you overshoot hitting 100 LP. Honestly it isn't a big deal bc you have dodge at least a half dozen games before it cancels one win. It has been a while since I have had to dodge more than a half dozen games and not had a couple wins in there, actually I don't think I have ever had to do that.
