Is it just me,

Or do some champions need to be updated? I see a lot of them in the ARAM games that almost no one uses- and the ones with obscure names seem to lose more often. Poppy is my example, I never heard of it and when I used it, I died terribly. Ashe/Jinx/Twisted Fate- They each have a combination that resembles the other. Twisted Fate has a passive that grants gold just like Ashe, with TF having a higher potential gain. Ashe and Jinx have the same ult, Jinx's executes much better and scales with the natural Attack Damage stat unlike Ashe who does Ability Power and just stuns instead of executes (preference probably). TF shoots cards that PIERCE, Ashe shoots arrows that DONT pierce. Again, advantage to TF- he has a stun that is not an ult and stuns just as well for purposes intended (not an execute, merely a halt). I could add more champs, but I don't like typing essays often. Just wanted to see if that was noticed elsewhere.

Also, am I a terrible lvl 20 player or do ADC carry harder than APC? (excluding hyper carry Veigar)

Ability to carry has little to do with what type of damage you do (or whether you do damage at all - Janna can carry pretty damn hard). However, if you're asking about damage...

APCs get their damage from spell rotations, which means they are limited by their spell cooldowns. Since you are limited to a max of 40% CDR, that puts a limit on their DPS, unless they are Cass or Karthus, who have reallly low cooldown spells. APC damage scales multiplicatively with AP, CDR, and linearly with penetration.

ADC get their damage from auto-attacks, which scale multiplicatively with AD, AS, and crit, and linearly with penetration. More scaling = more DPS.
