It will probably be some horribly misinterpreted or out-of-context statement that can be interpreted to vaguely support their position.

its paraphrased, but its basically what they said. they said they wont buff him at this time, even if hes weak, because hes "generally considered strong by a lot of people". and "a lot of people" can only mean casuals and bronzies, since higher ranked or even medium level players wouldnt tell you that hes actually strong right now.

which is the most bullshit excuse ive ever heared.

i also think there is some misinterpretation here. its not like riven didnt need a small buff, but the same argument they used for not buffing garen could have been applied to her and most of the champions they buffed with 6.16 and 6.17.

its more about the double standart, and that the rioter who made the comment is full of shit. he either doesnt want to say that theyre not buffing him because they dont believe that he would be/want him to be relevant in pro play, or that they want to put the (minimal) efford in and work on their personal favourites right now.

Closest i can think of is pre-rework when Riot didnt want Garen being too strong because he is simple.

But even then, he got HUGE buffs to his Passive and Ult cooldown even before getting reworked.

I like how a level 1 riven can burst me to half then jump out no problem. Things get real fun when they hit 6! ...they can even turret dive and take no damage thanks to their *MUCH NEEDED shield...just because of how dumb riven is I put in extra attention in destroying her and anyone who dares dirty up my game trying to play her. There's nothing more satisfying in league of legends then a riven who has to turret hide and run because shes been shutdown and can't do anything or get dead. Maybe doing that to a teemo, or a darius but still :)
