Question regarding Scorch rune on Sorcery
Does Scorch works in the same way as Ignite ? If I pick Scorch rune vs Soraka or Voli, does that mean their HP regen would be diminished ?

No, Ignite has an effect called Grievous wounds, which reduces the healing they receive, Scorch does not
