Did I miss a change? He's suddenly very strong again, after having been relegated.

He was much weaker in the pervious patch, but this one he's suddenly strong again.

Because he's being played in the jungle, where his burst can be used faster. Among other things.

He was never weak per se, just nerfed from obnoxious. He has always been strong in the jungle after the rework as long as your team has CC from elsewhere.
