Dodging a a couple normal games, followed by losing streak...

So over maybe the past 5 or 6 days, I think I've dodged maybe 3 normal games. The longest time ban that I saw was 15 minutes, when I dodged twice in one day. But none of the dodges were in ranked and were all pretty separated except for the day where I dodged twice. What I've noticed in the days following my dodges is a massive losing streak in normals. It's been going on for 7 games now, and counting. I had heard rumors that League will place you with other dodgers/flamers/feeders for a period of time if you dodge a few games. Is this true?
