Changing Languages

Is there any way to change the language of just the champion voices? I know that I can do so via the launcher, but I don't want to go to the Japan server, ping would be through the roof, and I wouldn't be able to read anything.

I used to use LVOC a long time ago, but it hasn't worked for a while. Any help or suggestions?
