Why are people building AS on Varus now?

I can't speak for most, but here's why I build it:

1. AS helps his passive. If you're going for the last hit, hitting more frequently helps. And with his passive, AS has a much better ROI because it's not +.2 AS, it's more like +1.

2. Tank supports executing minions. This screws varus in the early laning phase. They built a chap around a passive, then made an item that screws his passive. To that end, I'm trying to beat people to the punch.

3. As much as I hate building AS first, that Hurricane ability helps him as a "sieger".

His passive got a really significant buff and scales well with attack speed now + they nerfed lethality, making attack speed probably the better build again.

People build PD when they are trying to survive an assassin. Hurricane is for more blight stacks.
