Can we revert Veigar's passive to his old one?

Veigar's stacking passive is OP. His old passive which restored more of his mana was better. In order for Veigar to not be broken anymore he needs his old passive or to lose stacks when he dies.

You do realize that Veigar still stack AP on his Q before the mini rework right? It was just part of his Q instead of part of his passive

But before the rework you could only stack on your Q, not on your every single ability

You still can only stack your Q on minions lol. W doesnt stack on minions. I think you get 1 if you hit a champion with your W or R but thats almost nothing compared to the stacks from Q on minions.

Nothing would change, before the rework he had the 5 AP per kill passive on his Q, except killing people with Q also meant another 2 AP. So in the end he got about the same amount of AP as he does now, but he just had a way more boring early game because there was no reason to try to fight, while now you get AP earlier.

that was his role he was an anti mage. now hes still opressive as fuk if you play an ap champion or ad champion or tank champion, assassin fighter marksmen the list goes on
