Is Riot intentionally trying to make Vel'koz overpowered?

His ultimate now applies his passive. He can literally just press R for a free pentakill now.

They'll have to adjust the numbers for sure, but I think this is a HUGE step in the right direction towards fixing how his update feels to play.
Also no, I don't think they are. I think their changes are all pretty neutral balance wise, and they're trying to figure out why his winrate tanked (because they're forcing a new and less effective playstyle on the kit)
thats stupid. i see they adjusted the numbers. but realize. his passive now has an actual ap ratio. instead of the old defined stack damage that twitch has right now. they need to fix his passive and ult numbers or playing velkoz will be as simple as ulting people and basically killing everyone
no it won't
it won't apply enough stacks by itself
it's just so ulting someone with two stacks and watching it tickle doesn't feel bad
["Right now applies a stack every .7 second they remain in the beam - so no immediate stack." - BelugaWhale via reddit.]
For the record, his pre-update ult would add a stack every .5 seconds.
Against a target with no stacks, they'd have to stay in the beam for 2.1 seconds to proc the passive (the total duration of the beam is 2.5), and 1.4 seconds for a target with one stack.
I always thought velkoz was too powerful. His ult is just a death sentence for anyone under 65% near him.
Old velkoz was much worst, if you had under 2k health near him you were a Q>R from death.
Isn't that what was said before his rework?
