Battle cry would permanently be active. Every 6 auto attacks would be a knockup. He can dash to the enemy every 6 auto attacks. He would have 160% increased attack speed passively.

Nasus with TF passive. Slow boiling but soon enough he'll be 200-400 gold ahead of his usual pace without having to go for kills or assists. Imagine a full build Nasus at 25 minutes in.

passive could be pretty cool.
not neccessarily broken, and probably weaker than now unless the rage auto heals him when it decays. but definitely interesting, since garens kit already scales off crit. it would allow him to actually go for 
as a big offensive item while still building the rest bruiser, and make proper use of his crit scaling.
alternatively 
passive would fit him aswell. building flow to build up a shield just by moving to negate enemy poke in lane much like his current passive, and again being able to build i.e. as his one big offensive item and get a decent enough amount of crit.
Pretty much any mage with Viegar's passive is going to be a nightmare.
Put it on Evelynn and she's in Perma-ban mode.
