Isn't that exactly like what they did with Riven to "nerf" her? Except Riven was supposed to rely on her shield to not take damage.
Katarina is supposed to use her CC in order to mitigate the damage she takes from the enemy team.
She has no CC you say? To the contrary, I offer:

I like it. Accentuate her weakness of being kept down in lane by heavy poke. She trades far too well in lane for being such a snowbally mid-game assassin. Who cares if it is similar to Riven?
tried riven on rotation, I just pointed at the enemy and spammed Q+W+E+Q+Q+Q+Q+Q and chucked an R in there somewhere. easiest champ ever.

Take a close look at Katarina's E.
Also, remember a large chunk of Katarina's match ups are going to be projectile mages; notice how she Shunpos behind targets.
So she basically has 1 level less base HP. And will have 1 more HP at level 18. HP regen stat is just a joke. It doesn't really count for anything.
Not impressed. But maybe ti will make bullying her early a little easier.
Sometimes I think they really need to just nuke everything and start over. I know that Kat's current AP AoE mage kit (the manaless mage - LOL) isn't consistent with their vision for her anyway.
It doesn't make sense for spry, athletic champions like Katarina and Riven to frail and sickly, and I'll be surprised if further weakening Katarina's already very weak early laning affects her gameplay or ban/pick rates at all.
