Yes it does. I used it on a few melee and it does increase the range.

I asked this same question this same place a while ago. does work on melee, but it gives less bonus range as it is a % of former range value. This means that it is a short range bonus on melee champs and large range bonus on ult.

So... in other words I could totally build it on Irelia for becoming even harder to run away from late game?

I'll keep that in mind if I find a situation where that is needed.

It works splendidly on Shaco in the early game, when everyone is dashing about you have a hard time keeping up, you can just backstab that much better. Though in the late game it falls off and you will be wanted Stattik Shiv instead.
