Minority of team refuses to surrender and majority of enemy team refuses to end the game
Yet if we leave because we don't want to stall for another 40 minutes only to see the defeat screen, we get punished.

This is the point where if you're capable of doing it, you start split pushing hard. Take the hubris of the enemy team as an advantage and do anything you can to grasp victory. It may seem like an uphill battle but any fight is possible. [slayer-pantheon-thumbs]
So what? If your team does not surrender, then you should focus on you. Practice your CS skills, practice your positioning in fights, if enemy is trying to take baron or drag, try to steal it, even if you die.
