The primary issue that I have with the most recent item, Zeke's Harbinger.

I honestly think this was nothing but a great idea that was executed poorly. The stats on it? Amazing! These stats are very helpful for virtually any support (at least all of the ones that I use). The passive? Awful. Generating charges isn't the issue at all. No no, the issue is the randomness of it. The fact that you as a player (support) cannot control when the passive activates, and neither can the ADC. If you ask me, what could make this item better is having it still generate charges, but at 100 charges, it then becomes an active that you can use as you please. The issue lies where, in about 10% of team fights, the charges are actually going to activate for you and your ADC, and often times it will either be too late into a team fight, or right before a team fight anyways, and the other team sees it and can just wait it out.

Any thoughts/ideas? I genuinely believe that if it simply was an ACTIVE ABILITY, all of it's issues would be fixed, but perhaps I'm wrong.

I kind of agree. It's still worth buying overall I would say, but it needs some tweaking. And the changes on the PBE only seem to make it worse.

As I understand it, you can reach 100 charges, but it still only activates once you attack or cast an ability.

Well then you are restricted from farming minions as the ADC until the team fight which is about to happen ACTUALLY begins. What if a new wave of minions comes, and you accidentally click?

I don't think that's such a good idea. Partially because it's active already attaches the item. (unless you can find a way for an item to have two actives.) But also because Riot would then have to balance around it being when it's active at the most opportune time. It's powerful because it's random.\

But you can always react to the item procing in other ways. Pop your Righteous glory or you talisman, and engage right there and then.

Lastly, I wouldn't say it's a good team fighting item to begin with. It's better in smaller skirmishes, where both allied combatants are buffered.
