Can riot make changes to add more diverse strategies in all levels of play?

Since I don't play ranked often I can't speak for what it is like there, but in nearly every, if not all normal matches I have been in this week the champion pool and strategies used are usually the same. Picking a hook champion, and invading my team's jungle for a full team gank on red or blue. I wouldn't mind if this was sometimes a thing but I have run into this so many times it's gone stale in my eyes.
