Turret Aggro Problem?!?

Idk if im the only one who is noticing that the tower aggro needs to be fixed?

It happens so frequently its an indefinite issue. Why is the turret aggro targeting minions over champs when they are engaging a champ well within the turret aggro range? is this some sort of exploit that people are doing ?
