basically im just curious if i will still be able to reach 20% CDR with runes after the runes rework? 25% with masteries. obviously most people dont use the full 25% CDR but i actually enjoy using it on champs like vladimir for example who dont really use a resource bar. so if someone could tell me if this will still be possible after the rework it would be very much appreciated.

You can actually get 35% CDR with Runes & Masteries
As I remember, there is no rune from the new system that give CDR (though there is one that converts CDR to damage when you hit the cap), but who knows, it is not released yet, so they might of add a rune or two with CDR components
I think they said there will still be ways of getting cdr through runes, but NOT the large amounts of flat cdr that make some champs (Riven, Vlad, etc.) hard to balance.
It would be somewhat scaling cdr.
There is a Rune that gives you 1% CDR per level, up to 10% at level 10 and converts any CDR over the cap to AP or AD. Also there is a Rune that is almost the same as the current Intelligence mastery, giving you 5% CDR, also increasing the cap by 5%.
Probably there won't be other CDR Runes.
