static vs evolving passives.
Why do some champs like pantheon and karthus have static passives while most champs have passives that get better over time? Just bugs me so i'm asking.

LU Vanilla Rice 1 votesIt depends on the kit. Some champions' kit works better with a scaling passive; other champions' kit are good with an unchanging passive.
