Experienced Player Looking For Advice

Many people know I have about 7000 ranked games played (4500 of which were bronze, 500 silver/gold, 1500 high plat and 500 diamond).

But I've never been in a situation where I have been level 1 (masteries/runes) against level 30 players.

I need insight on my odds of success against this (especially with keystones taken into consideration)?

This is problem I ran into a few times when I 1st made my plat account, I could use team builder because I absolutely hate everything about blind pick. (dropping $250 and getting my champs outright then playing in draft matches).

Well, all 3 of my accounts (except my troll account http://boards.na.leagueoflegends.com/en/c/player-behavior-moderation/AXBpXeE5-riots-system) have been banned do to verbal abuse.

So now, my only option outside of BLIND PICk is draft pick. So when I make this new account and drop another $250, can anybody give me a rough estimate on what my normals win % will be as I grind to level 30?
