He's statistically the best top laner, and still sitting at a reasonable 50% for jungle. Both have decent pick rates as well.

Not saying he's OP, but he's definitely not sub-par.
Here's the problem. Why is Rammus good you may ask yourself? Well obviously because AD's are taking over this meta. Why are AD's so good now? Because all the new itemization that comes out makes them dominate in practically every lane? What counters AD's? Mages. What's the problem with mages right now? No itemization to counter the AD superiors. Therefore tanks are dominating and literally counter the AD's when that's the mages job.
Not saying my analogy is completely accurate, but I think for the most part that this is the majority of the problem.
