Why is a balance team that made current Illaoi allowed to collect a paycheck?

Up until now, they've been paying me. I'm going for Rank 7 Illaoi this weekend. It's possible my paychecks will stop. I was making a joke with a coworker yesterday that I was having a hell of a good time with Illaoi but I was losing the majority of my games. So assuming everyone on the enemy team was happy for winning (a stretch), and I was happy, it was a net win! Of course, the fun equation is a lot more complicated than that.
On a more serious note, feel like we made some gains in the playing against frustration. Still have a ways to go. If she grabs a Vessel and has ult and your name isn't Darius, Trundle, or Irelia, you're going to lose in melee range. I feel like that's appropriate given her kit.
Historically I think she's been frustrating, but not actually that strong. Think with the last set of buffs we put her in a place where she actually is a bit overtuned. We don't have anything on the docket immediately to nerf her, but she is on our radar.

Because Illaoi is easy to play against.
illaoi is actually pretty balanced. just takes practice to play against

There's this item, called executioner's calling, that works quite well on her. http://matchhistory.na.leagueoflegends.com/en/#match-details/NA1/2225052627/216460380?tab=overview Admittedly it helped that they also had a Volibear and Soraka (so building executioners was pretty obvious).
I don't get at all how you can complain about her CURRENT iteration, it used to be that she healed for EVERY champ hit, now she only heals for every time one of ehr tentacles hits one or mroe champions, her self heal that was admittedly over the top got SEVERELY reduced after her changes.

Not really the balance team as much as it is that she is an extremely badly designed champion. Much like release Darius she will destroy lower levels or people who don't face her often and be destroyed most every where else. Most games she is either going to totally destroy the enemy team 1v5 or be dead weight on her team.
Just bad design.
People downvoting the OP when he's 100% correct. Too many people that have always been maining Illaoi I suppose.
As somebody that used to play warwick every day. Illoai is the worst. You can't walk out of her ultimate or avoid it. You just slowly try to leave as you get 100-0 even on a tanky build.
I actually never see an illaoi play in my games before except once. She did just a poorly as anyone else. In fact i havent seen an illaoi ban either. She cant be that strong.

They aren't. In fact, Riot upper staff has removed them from the building multiple times but someone left Illaoi's idol lying around and the tentacles keep spawning with these Rioters in tow.
