Why is lethality not explained in-game?

Guys, its very simple. 0.4X + ((0.6XY)/18)=AR Pen amount, where X is your lethality, and Y is the enemy's champion level. Just do that every level, every time you buy any amount of lethality. 0.4X + ((0.6XY)/18). /s
If you hover your cursor over it in-game, a tooltip explains what it does. Unless you're looking for exact values, which gets complicated and is out-side the scope of a simple tooltip.

Why isn't the order of % armor pen, flat armor pen and armor reduction explained? It would take up far too much room and you can easily google it.

Flat armor pen, 40% of it up front and the rest scaling up with enemy level until you hit a level 18 enemy and deal 100% of lethality in flat armor pen.
Name changed from flat pen because 'armor penetration' sounds like it should be good versus tanks but flat pen is actually only good vs squishies. Mechanic changed to lower the feast or famine value of flat pen.

Grievous wounds isn't explained either unless you yourself are playing one of the two champs who still have it in their kit. Imo the game is getting less and less friendly to new players.
There's plenty of shit that isn't explained in game. You're not told you can re-arrange the scoreboard (even though it arranges itself to role now), you're not told you can ping the interface for ability and item cooldowns etc. You're not told you can press C to bring up extra stats, nor are you told that little helmet icon next to your champion portrait actually opens up your basic stats display...which if I'm not mistaken is closed by default (please tell me I'm wrong).
And that's just naming a few things, sure they're not vital to the game except maybe stats they're kinda important. But I pity any newbies trying to get into this game, there's an absolute myriad of bullshit that you're likely to never hear about unless someone mentions it off-hand or something along those lines. If I was tasked with teaching someone how to play this game from scratch I would decline, because teaching someone League of Legends would be about as difficult as learning it :P It's obvious Riot doesn't currently care about the new player experience given how much stuff they're adding that only current players will know about.

Why does my jump look like a jump when we all know is a dash and I get snared/stunned by ground based cc when I'm FLYING ABOVE IT
I, too, have no fukken idea how it works.
I only know, from other players, that it supposedly sucks in comparison to Armour Penetration and those runes are essentially worthless now...?
I'm not new, and even I don't know how to hover over the stats that aren't Armor, MR, etc, that appear on that secondary stat box that only appears when you shop. Hell, I don't know how to toggle it on, because I'd like to see things like my spell vamp and lifesteal stats.
