Because if he jumps in first, he gets focused and dies. His E doesnt activates to give him vital mobility thus making him easy prey. And being a prey is a highest insult to Warwick imaginable.

Which sucks for them if you build tanky, as it will take the majority of their team's damage to kill you mid-suppression, especially if you're locking down one of their key damage dealers. Recipe for a tank winning a fight right there.
It's not like you need to build damage on WW either. You have %HP damage. You don't need to build damage to maintain a solid degree of damage, because your damage scales automatically without items. WW's suppression is also the kind of CC that lets a lot of tanks get by without even bringing damage.
Kinda sounds like you're complaining about glass-cannon WW being as awful as tank Teemo, AD Thresh, AP Mundo, or support Vel'Koz though. Which he is, because WW's kit simply doesn't give him the mobility, range, stealth, or what-have you to pull off being squishy. It goes the opposite direction by giving him all he needs to build full-tank and make a difference.
whenever I see a warwick coming to gank I immediately /dance because no matter what items he has, my support will kill him before hit ult is half way done
you dont jump in first 5v5, wait for battle actually start, after first round of spells goes off then go in on adc
