Make lower tier runes refundable
As it stands now, there is absolewtely no reason to buy them and waste the IP if you intend to stay, and afterwards they clutter inventory. If you are into a no refund policy, at least make them disposable.

Make them upgradable into tier 2/3 for whatever the IP difference is. This turns them into good purchases at lower levels without being a complete waste once you hit 20.
Low tier runes only exist to make new players waste IP on them so they use RP to buy champions.
Yes lets trick new players into using one of their 3 refund tokens to refund a rune that costs 5 ip...

After Riot reworked the tier 1 and 2 runes, they're actually worthwhile to get now. I can get an entire page of half effective greater runes for literally 5% of the cost. That's an amazing deal. That made the new player experience so much better.
Is 5 IP really the end of the world? Not really. You earn 10x as much of that losing a game in 20 minutes with a D rank on a champ. You earn 40x as much with a FWOTD bonus on a long game.
It's like whining about the guy at the convenience store to give you your penny back because they asked you to pay a dollar when it usually goes for 99c.
I simply submitted a support request to have my tier 1 and 2 runes deleted cause of the clutter and no way to get rid of them. They happily deleted them for me. Of course no refund, but was more than happy to have the useless runes gone and lose the little IP they had cost.
I still have some tier 1 and 2 runes I bought 6-7 years ago
Why not actually make them upgradable for a small amount of ip. Mist of those rune are just a chesoer version of what they gonnat be later
I think that they should be upgraded into higher tier runes so they aren't useless at low levels and useful at high levels still.
Or have Riot buy it back for 50 percent less of the purchase IP; I'll gladly sell to Riot those 5-IP tier1 runes for 1-IP or 2-IP instead of those just sitting around and clogging the rune page.

Agreed. Do something with them. They are just clutter in my rune pages at the moment. Dispose them into crafting essence?
I am fine with just having a way to delete them (also if you have more than 9 of marks, seals, and quints by accidentally purchasing a few too many before there was a cap, could we delete or refund them too).
I agree, I wish I could do something with them instead of just having them sit there.
