Preset pages

What exactly is the point of the preset pages?

Granted I might have missed some information posted somewhere about these, but if they are intended to help newer players get used to runes, why not make them editable at 30 (or 35ish)?

Do they count against our previous max of 20?

Honestly I don't like them being there at all.
