Garen's E buff

I feel this buff is unwarranted. I can not count the number of times I've had a Garen in my matches that is able to get rolling to the point where he is unkillable in our base and is literally taunting us besides our nexus tower while we are walled in fountain. If we attempted to leave he would silence us and we would just be killed by his teammates. Now he gets armor shred and true damage.....
