So why is there a Kled wanting to be my support? With ignite?

I was 2nd pick so couldn't ban, therefore I had to dodge that ranked because 1. Kled is a fighter and a tank, not a support, 2. with ignite and no switching, 3. Kled is a new champ and should not be available in ranked so early. But til now I had dodged for only the first 2 reasons, because it's a loss every time a non support plays a support. With wrong spells. And turns out, wrong masteries, too. And no gold item, just for the troll to be complete. I'm looking at you, Brand. But these are my choices: go through all this only to take the 19lp loss, again, and report the player which so far lead to nothing (only bad behaviour reports gave me a feedback so far), or dodge, again, and lose 3lp or so.

How about I actually had a chance to do something about it in champ select? How about the ranking system ranks my abilities as a player, and not my abilities to endure trolls and win despite their bs? I would like an option to votekick someone in champ select just like the remake. Or anything, any option so I don't have to go through this again.

Because you run ignite on kled thats the normal and hes new so they want to play him. plus ignite support is normal

I feel like the ignite part is the most irrelevant in this situation. The guy probably wanted to play Kled but couldn't in normals cause he was always picked or banned, so went to ranked where he knew there such a small chance Kled would be picked, chose support for short queue time, and proceeded to pick Kled. I would've dodged too.
