Can Cinderhulk scale better against jungle camps?

Trying to help out all the Amumu , Sejuani , and Zac mains out there.

I realize that item 1401 has historically been a somewhat tricky item to balance due to tanky / supportive junglers being more popular in professional play, but it seems that the later the game goes, the harder it is to keep up with the enemy jungler's CS and gold if you're playing a tank. Additionally, when the recently announced jungle scaling exp nerfs get put into place, I think tank junglers will be falling even further behind than they currently do. I think it's a really cool idea to be able to have your team's main front-line be the jungler, but it's hard to justify picking a tanky jungler when you're usually a couple of levels behind your opponent at the later stages of the game. Buffing the damage of it so that it scales better only against monsters seems like an elegant solution to this too, since I don't think that would have a heavy impact on professional play, but it would allow tank junglers to keep up a bit more in terms of gold and exp.

I hate to have to clean a ward on the dragon pit and Cinderhulk cause the dragon to attack me. [sg-poppy]

I play Voli jungle with cinderhulk and mostly I am 1-2 (sometimes 3) levels behind enemy jungler in mid/late game

And 30-80 CS behind. When he shredds through jungle-camps like butter on higher lvl, i still need 10 seconds or so for them.

That sucks.

Cinderulk deal an extra of 1 dmg for each 80 bonus hp against monster. Doubled against epic monster. What about this?
