Track Forfeit Votes

I honestly think there should be a way to track how frequently someone votes to forfeit or starts a forfeit vote. I'm really getting tired of people giving up at the 10 minute mark because the opposing team has a slight lead. There should be a penalty for people who give up too frequently. I don't care if the opposing team has a lead or it doesn't look like it's going to turn around. You don't get better by just quitting when things aren't going your way, you improve by assessing what you're up against and adjusting your strategy to match. People who just quit because they don't instantly win in the first 10 minutes need to be punished for being quitters.
