I've only gotten 2 Honor Capsules throughout the whole season

I've always assumed that the drop rate for Honor Capsules increases based on your Honor level, but I have received only 2 Honor Capsules. The first a week after getting Honor 3, the second a week after getting Honor 5. I didn't receive a single Honor capsule during my time as an Honor 4 player.

Can I ask why the heck this is?
