Because it scales off the opponents level. So lucian/braum will just melt you, ignoring most of those stats from levels you bring to the table. Or am I missing something?

It's still good on Lucian.. I've seen it playing on PBE..It's pretty disgusting. Like you said, it SCALES into late game now.
He will still get

is always good because it isn't armor pen, but % of armor REDUCER. It's not being changed at all.
After that He'll head for regular ADC items.

Escheton1 votesNo, but it's weak early because your lane opponents are low lvl right? It counts as scaled much faster against top lane than say the support. So it's an anti-gank tool. For that matter. Is this not disgusting on toplane Lucian? Along with the poke mastery?
