He's had nothing but buffs since then and I rarely ever see him picked.

Wooo, I remember :3 I'd say this is not a good moment for Malphite considering how many ap toplaners are popular these days.
Not exactly power creep. Malphite wasn't permabanned at high elo play, and he suffered heavily when defensive items (particularly resistances) were nerfed in the season 3 item changes. Similarly, he suffered from the allowance for stronger starting items than boots + pots, as that gave enemies more openings to bully him during his weak levels. It's more a case of a class being heavily nerfed than it is of power creep making everything else stronger.
He got massive nerfs since he was a "permaban" and the defenses on items got nerfed on top of it.
