@Riot - About Summoner Spells

I have a few questions for members of the balance team regarding summoner spells:

Have you ever considered nerfing flash (downvotes incoming!) and buffing/altering the underwhelming spells like summoner 1 summoner 6 summoner 21 and summoner 13 to promote spell diversity (and thus, game diversity) in games? Here are a few ideas I had about the more underwhelming spells:

I've always wondered if spells like summoner 1 could be changed so it removes all debuffs (at the expense of a longer CD) or give a spell shield (possibly at lower CD?).

summoner 21 could be buffed so it would have a greater shield (Distinctly greater than the health from summoner 7 )

summoner 6 could grant slow resist for initiators or tanks in fights, instantly remove current slows, or grant flat movespeed (as opposed to %) that scales by level.

I have an idea for a not-so-new summoner spell that could possibly solve the problem of the weak turrets people are complaining about. This. {{summoner:17}} This could be retuned to possibly make turrets meaningful again. It could be used purely defensively, purely offensively or both. Defensively, it could grant [damage reduction/resistances] and/or give more attack [speed/damage]. Offensively it would do the opposite of such. This is a suggestion I had in mind, thought I'd get a opinion by anyone.

summoner 13 I dunno how this could be made a common pick in most levels of play .. :)

Some curiosity about a topic not many people touch on (nor think about, flash is overwhelmingly picked over everything!)

Just gonna mention that flash has gotten a number of nerfs and buffs but the cooldown/range would have to be really big as the option to jump walls and dodge spells is just too big to pass up in most cases. The issue with buffing ghost is that the champs who you do often take ghost on would be crazy. Think nasus and udyr going even faster even more often. yeah no thanks. barrier is stronger than heal although I personally think it could be a tiny bit stronger and it does have a 30 second shorter cd. i am not sure what you are saying about cleanse. It already does remove all debuffs AND grants a reduction to all debuffs for the next few seconds. Clarity has been removed from the rift so your point there is void unless you want to bring it back, as it is I don't mind it being a spell for howling abyss, way more useful there. I do like your idea of garrison being some kind of ohmwreaker or acting as the opposite of ohmwreaker, not sure how this would work and I highly doubt that this hasn't already been considered by riot and rejected for good reason. True flash is almost always used, but there are a number of champs that can replace it with ghost and the fact that you get 2 summoners means that all the other spells do get picked up. Spells like cleanse and barrier tend to be a bit less about champ and more about the enemies team comp. They are very strong, just in their own different way. I am glad you opened up this discussion as I feel that we should always be thinking about how league can be better.

Hey, thanks for answering.

You got a good point about changing ghost and its problems with it. What I'm saying about cleanse is that it acts more like a QSS which removes any and ALL debuffs (Zed, Fizz ult, Duskblade, etc.) rather than CC debuffs and summoner spell debuffs.
