New AP AS item.

> 75 AP > Unique Passive - Increases attack speed by 1% for every 10 AP. > Unique Passive - Normal attacks will bound off their first target to a nearby enemy within 300 units applying all on hit effects.

Since Ranaan's isn't as much of an AP item anymore. It leaves a hole for AP AA'ers. This item also isn't limited to ranged. Making some melee's able to use it. Probably would need a part to avoid working with stacks like Sated does.

First passive is to keep this off AD(mainly ADC's).

Not going to throw out any extra numbers such as gold or adjustments. It's just a core idea.
