JG clear S6 problem

Over the last few games I've been jungling as Lee Sin and for whatever reason I don't hit lv2 off of the first camp (usually Krugs). I've had the same problem with jg Sion as well but at the time I thought it was something weird with the passive on his W. Is this on purpose? Because it makes first clear much more difficult.
