@Riot Why can't I swap out players who aren't playing, period?

I get that you lock "EU" players and whatnot, but for the second week straight I've been trying to get KORI to my alts legitimately as the first game is played, unaware that he wasn't playing that week. Week 1, it caught me by surprise, but I adjusted my lineup for Week 2 during the games in anticipation for him to come back. However, I don't live around Fantasy, and I want to play your game without running into these odd circumstances. Is there any way you can make it to where people who aren't playing can be swapped out for current alts [or in the case of EU, for NA players who haven't played yet]? I really want this change to be implemented. It's frustrating.

On a secondary note, it won't let me adjust my roster for Week 3 despite Week 2 already underway. I want freaking KORI in my alts already so I don't have to worry about it.
