Workshop Submissions like Steam uses

Anyone else really wish Riot would do something like the Steam Workshop where people can completely make the custom creations and then Valve can choose to implement it? It would really streamline the process of amazing skin ideas getting implemented if talented members of the community could do almost all of the work from the model to the particles and all Riot had to do was the voiceover or something. Could even expand the custom content they offer like voice packs (there was a Sam Jackson announcer video going around recently).
