So, just to be clear here, you threw out a lifetime ban to this player. A LIFETIME BAN:

“As a result of this player’s history of DDOS activity, abusive behavior and poor sportsmanship, the player behavior team has issued a lifetime ban on Jensen... “His Veigodx account has been permabanned and all future accounts will be permabanned on sight.”

Then, somehow, this player has proven to have been reformed, by playing a game he was banned from?

"...has continued to demonstrate behavior in game that is well above the normal standards of good behavior across all of his accounts since at least January 2014... “Additionally, according to our monitoring tools, he has not been implicated in any DDOS or Drophacking-related exploits since Q2 2013... There have been no serious offenses or violations of the letter or spirit of the Summoner Code since his account-sharing related offense in Q1 2014.”

How can he possibly have demonstrated reformedbehavior IN A GAME HE WAS BANNED FROM?

I'm sure you have a great explanation here, so let's hear it.

The reason Jensen was even able to be afforded the sort of second life he just was by Riot is because of a change the company made to its permabanning and suspension policies late last year. As they explained in an announcement last November, the company had begun “introducing a new framework for long-term bans and permabans that treats all bans as suspensions subject to periodic review.”

Why would Riot need to provide you answers when the answers you seek are in the article you mention? Read the entire article before you start foaming at the mouth.

Also,

Like everything else in League, the game’s policies for addressing toxic behavior are always changing.

Put on your big boy pants and stop freaking out.

Maybe he was unbanned because he has no life?

I want my all my ribbons back then. Immediately. Otherwise fuck you Riot. Oh it doesn't work that way? Hypocrite much? Eat a dick Riot, keep alienating your playerbase. Might as well ban me from the forum. Then let me keep posting on it, because fuck the rules, right? Oh wait. They still apply to me because I'm not a pro, right? Exactly.

This dude fucking DDOS'd people out of pure spite. I called someone a moron. Review my shit immediately.

Riot is bullshit.

2013 - DDoS attacks, 2014 - Account Sharing... two of the most egregious of offenses according to the ToS, but he played on a Smurf... so it's fine now, he can play again? More and more it sounds like Riot's out to try and make it look like people are permanently removed from the game, but when customers want to come back, they won't stop them.

Yeah they got a great explanation, you would have gotten it if you had finished the news article you linked.

Riot's punishments and enforcement has never had any consistency. In most cases its only about the PR it generates. Even all their fail punishment systems for us regular folks are even held up by Riot as some Mega success story as far as their PR goes. I mean they claim that only 2% of all games have any negativity due to their wonderful systems (even when one of the systems they hyped, the tribunal, has been down for a year).

Let that sink in. Riot claims only 2% of games have any negativity. Why expect any sort of honest accounting from Riot? The only thing they have been consistent about is their willingness to lie when it suites their PR interests.

Their annual "We care about stopping elo boosting" pretend BS is another example. Every year they crackdown so hard on elo boosting that there is every more of it the next year lol.

I believe the "will be banned on site" caveat was intended to mean "will be banned perminently the moment we detect similar behavior." Not to mention its hard to perm ban someone who has paid real money for things to go on the account that are exclusive to the account. The things he purchased technically become his property and by banning him its like someone taking your stuff and locking it in a safe. Its yours but it does you 0 good to own it if you can't get in the safe to use it.
