Riot should follow what the NBA does

Currently in the LCS, teams can not go beyond the 2 import slot. So my suggestion is, that Riot should follow what other sports like the NBA, which if a NBA team goes past the salary cap they have to pay a luxury tax. So Riot's version is, that teams can go beyond the 2 import slot but have to pay a luxury tax in doing so. Teams like 100t could then use levi with their main squad or teams that what to bring more imported talent in can if they can afford it. what do people think good idea or not?
