What happened to C9 Rush?

I'm confused on what you're talking about. C9 were going to be able to field Impact, Rush and Jensen in 2017 Summer Split, but Riot changed residency rules so it would be 4 years instead of 2, adding on another 2 years to their plan. Rush didn't want to not have a starting spot on their roster, I don't think Contractz was going to be their LCS jungler over Rush or Meteos. He isn't as mechanically gifted as Rush, or as veteran/knowledged as Meteos. Contractz was picked up when C9 had its challenger team of Balls, Rush, Hai, Altec, and LemonNation when people (Reddit) accused them off just using their challenger spot to get to LCS and sell their LCS spot for money and repeat the system. After that C9 didn't try all too hard to pick up any talent and they knew when they picked up Contractz that their Rush+Impact roster couldn't happen anymore. Rush didn't want to be stuck as a sub for a LCS team and not have a guaranteed starter spot on a CS team. Not sure what you mean about IWDom/Dardoch as that isn't really related, that was for TL's 10 man roster, where they could swap players out at will, not just their jungler. Nor did it work as Dom retired after 1 match.

I was actually referring to the whole "mentor" thing where dom tried his best to groom dardoch to be the next TL jg (with many in the organization referring to him as "mini-dom" ). The plan worked decently well, with Dom still having close ties to TL (more of a "mutual retirement" than anything) and Dardoch immediately paying off huge. Also, from what I read C9 had always had an interest in Contractz but were having trouble nabbing him off his previous team in the spring split (something that was made null and void when the team's spot was sold in the offseason). Their "plan" was apparently going to be to hang onto him until he became of legal age, then have him be their full time starter with Rush becoming their NACS starter and Meteos not being involved at all in this (a plan that changed when the residency rule was modified forcing them to decide between the upsides of Rush and the upsides of impact).
