Challenger and it's availability towards non-pro aspiring players

My question is, this Challenger Apex Tier of sorts, just how available or is it able to be achieved by a non-pro player in any case? If so, just what exactly are these standards that result in this?

I can have my own assumption and here it is :

1. Total dedication and eternal improvement, personal and public.
2. Consistency and Commendable performances all-around or lane specific(ie mid only etc)
3. Constant self-coaching and coaching, alongside LCS stalking and Stream Lurking
4. The golden age old realization that one is bad, that one being oneself, and to realize and improve on this fact
5. Ultimately have a goal, be it Challenger, Master, or Diamond Tier.
