For example cloud 9 is the best team in the world but they lost hard in the IEM so its logical to think TSM could have gotten just as lucky as C9 was unlucky.

Idk about C9 being the best team in the world. They are generally the best or in the top in the NA LCS. They also perform decently internationally, but they have not made it far on the world stage. I know they have not been in the world finals, and I am pretty sure (though this is off the top of my head) that they have never made it to the semi-finals. The only NA team to make a 3rd place finish was TSM and that was in season 1 when both the prize pool and player pool were pretty narrow.

I think the fact that NA has been unable to make a semi-finals appearance in the past 3 world championships is probably a big factor to why lots of players do not consider NA as skilled as the other regions. Alternately, with the winner of S2(Taiwan) and S3 & S4 (Korea) being Eastern/Asian teams their servers have garnered more respect. It is worth noting that prior to S4 there were also EU teams within the semi-finals. So while EU isn't considered the best, it is not a surprise to see them as contenders (FNatic won S1).

NA, as a whole, will have to put up consistent results on the world stage to really be considered a competing force.

Maybe because NA rarely wins hard in international tournaments so when they do, more of it is attributed to luck than skill. For example cloud 9 is the best team in the world but they lost hard in the IEM so its logical to think TSM could have gotten just as lucky as C9 was unlucky.

Its the same for all regions except Korea. GMB Gaming won IEM Katowice last year and they beat 2 Korean teams and they said the same thing about them too.

Outside of Korean teams, only TPA was considered number 1 when they won worlds. Any other time when a non-korean team won a major tournament its either blind luck or the korean teams played bad.
