aka this should be on lolesports available for everyone to see

I just don't understand and after looking around there's no way I could figure it out, I don't understand much but I know the year is divided into 3 splits. So what if you win 1 split? What happens next? When is the real qualifier tournament played?

this is for NA/EU ONLY. other regions get different systems

For NA and EU teams, there are two splits. You have the Spring Split and the Summer Split. The winner of the Spring Split tournament gets to go to All Stars and represent their country against the best teams from across the world. Sure, it's a fan hype builder and just fun for all, but more than anything, this gives the best team an opportunity to scrim and learn from the best teams from other regions. This is an advantage no one else will have in your region (not that Korea needs it).

The Summer Split is after that and after it is over, there will be playoffs. The top 3 teams in playoffs will advance to Worlds. So the two teams that make the Championship of their region will automatically qualify for Worlds, with a 3rd place game happening that determines who will be the last team to represent. This year, the 1st place team is more important than ever because your seed in your region will determine your seeding in the Group Stage of Worlds.

TL;DR: Top 3 from both regions will advance to Worlds.

Also, they had a big article come out about this a few months ago. I'm sorry if you couldn't find it, but it was on the client and Twitter and the website and...well...everywhere.
