Nowhere, they dont give reason for safety purposes.
I don't know about Lux and Ziggs, but Gragas is disabled due to the bug he has where he can't use Q after some point in the game in some situations.
its their placeable abitities not doing damage. so lux orb, graggy barrel and ziggs pop pop things.
