I don't know about Lux and Ziggs, but Gragas is disabled due to the bug he has where he can't use Q after some point in the game in some situations.

they disabled lux and ziggs aswell because the bug can occur on them also

its their placeable abitities not doing damage. so lux orb, graggy barrel and ziggs pop pop things.
