It's a bit of a Catch-22 for Riot.
On the one hand, the community feels like sometimes their ideas aren't appreciated.
On the other hand, taking community ideas has several downsides:
- Employee time taken to read, consider, filter, etc. community suggestions.
- Sheer number of incoming suggestions.
- Player expectation that popular community suggestions will be used, even if Riot deems them bad for game health.
- Player outrage if Riot comes up with an idea that a community member also had (separately), and doesn't credit that community member for the creation. We see this a lot already, even when evidence is circumstantial at best (or outright implausible, like when a concept appears a month before a similar release, even though releases take several months of development).
- Designer burnout from having an exciting part of their job effectively "outsourced."
