I have seem too many amazing skin ideas that would be really popular, but they never tend to be noticed, so what if there was a weekly skin poll? I'm not sure how often the mods browse the boards, but at the end of the week they could make a poll of all the skins they browsed over, or just have people submit their skin ideas in the comments.
Personally, we found the big compilation threads are not actually as commonly viewed or appreciate it as you would think. I think it would go doubly true for something like this, because it would raise awareness of things and make it look somewhat official, while having no bearing on what Riot actually decides to do or implement. The best case scenario is that it generates a little bit of interaction in one place once a week, and the worst case scenario is it increases false hopes and is a lot of effort that no one appreciates.
I'm all for ways to increase Community engagement, but I'm not sure that this is a direction I would personally take.
